Tier II Reporting Guidelines
Instructions for facilities that manufacture, use, or store hazardous materials and are required to report chemicals that meet or exceed the threshold quantities listed on the EPA's website.
The SERC requires a consistent and monitored email address for each facility.
Reports are due by March 1st of the following year.
A copy of the report must filed with the State Emergency Response Commission (SERC) through the online portal.
Facilities are also required to submit their Tier II reports to the local fire department and the Local/Regional Emergency Planning Committee LEPC/REPC).
The State of New Hampshire utilizes a web portal for the submission of Tier II Reports to the State Emergency Response Commission.
Report Requirements
- Safety Data Sheets are required for all reported chemicals. These are added as attachments.
Attachment Guidelines
- Attachment types include site plans, photos, diagrams, documents, safety data sheets
- Preferred file formats are .pdf, .doc, .jpg and .xls
- Please include the appropriate facility name as part of the file name.
New Hampshire requests that reporters upload attachments using the following naming format:
filecontent_facilityname_city/townname

Site Plans & Photos
- Site Plans are voluntary additions to the Tier 2 report. They are not required under New Hampshire regulations, although they do provide valuable information to first responders.
- All aerial photos and site diagrams should be "north-justified." The top of the photo or document should be "north."
- In general, site photos/ aerial photos with labeling are preferable to word/text documents
